What are Developers in the United Arab Emirates

In the Gulf countries, and particularly in the United Arab Emirates, the developer (or real estate developer) is the business that designs, builds, and sells real estate, dealing with the entire development cycle of a project: from urban planning to construction to final sale and post-sale management.


In other words, the developer is the owner and the legal developer of the real estate project.


He is registered and licensed with the Dubai Land Department (DLD) or the equivalent authority of the emirate in which he builds (such as the Department of Municipalities and Transport in Abu Dhabi or the RAK Municipality in Ras Al-Khaimah).


The concrete role of the developer

A developer in the UAE:

  • Acquires the land and obtains its construction permits;

  • Designs the master plan (residential, commercial, or mixed);

  • Constructs directly or through contractors (contractors);

  • Registers the project with the relevant authorities (ex. RERA - Real Estate Regulatory Agency, for Dubai);

  • Sells units directly or through accredited brokers such as REMA Living Real Estate;

  • Manages buyers' funds through escrow accounts, which provide security for the investor;

  • Delivers and administers the property until completion and beyond (warranty, maintenance, legal documentation).


Relationship between Developer and Broker

The relationship between developer and our real estate agency is governed by official accreditation agreements.

Only brokers registered and approved by the developer can:

  • Access official listings and up-to-date availability;

  • Promote projects using authorized materials;

  • Participate in committee and business support programs.

In return, the broker represents the developer to the client, ensuring a buying experience that meets local and international standards.


Security for the investor

The Emirates' legal system strongly protects those who buy from an approved developer:

  • All payments are handled through escrow accounts registered with the RERA;

  • Every project must be approved and monitored by a public authority;

  • Construction and delivery timelines are verified;

  • Properties are officially registered with the Dubai Land Department or local authority.

This ensures that, compared to other emerging markets, UAE real estate is highly regulated and reliable.
